The United States found itself wrestling with Great Britain over fisheries issues at the peace conference that resulted in the Treaty of Paris of 1783, and the issue remained a contentious one for more than a century. Treaties in 1815, 1818, 1854, 1871, and 1888 all addressed access to the cod fisheries of the Grand Banks and other areas of the Northwest Atlantic. The two nations did not resolve their dispute until 1910, when an arbitration tribunal finally set permanent rules for the fishery. Historians such as Harold Innis (1940) paid a great deal of attention to the cod wars, but most of the analysis came down to fisheries as a piece of the Anglo-American friction and rapprochement of the nineteenth century.

They also fit the interests of diplomatic historians because so often they were about power, such as control of food in a time of famine. Paterson’s essay made an important first step, but it was only that. He devoted just two pages to this point, because his larger goal was to analyze the field in general, including what had been done well and what should be done. In addition, he acknowledged that to get to the core of environmental issues diplomatic historians might well have to acquire a great deal of basic knowledge in history of science and similar fields.
