It is a measure of the post-war delay in road construction that in March 1945 consulting engineers Sir Owen Williams and Partners had been invited by the Ministry of Transport to undertake preliminary investigations into the possibility of constructing a by-pass of the A48 at Newport to motorway standards. A Public Inquiry was held in 194 T and the scheme was scheduled under the Special Roads Act 1949.
