Before joining RFF, Mr. Portney was chief economist at the Council on Environmental Quality in the Executive Office of the President. He is currently a member of the Environmental Protection Agency’s Science Advisory Board and chairman of the board’s Environmental Economics Advisory Committee. S. and international environmental policy. His most recent publication is Footing the Bill for Superfund Cleanups: Who Pays and How? (Brookings and Resources for the Future, 1995).

From 1991 to 1994 Mr. Hahn was an adjunct faculty member at the Kennedy School of Government, Harvard University. Before that he worked for two years as a senior staff member of the President’s Council of Economic Advisers. Mr. Hahn frequently contributes to general-interest periodicals and leading scholarly journals including the New York Times, the Wall Street Journal, the American Economic Review, and the Yale Law Journal. In addition, he is a cofounder of the Community Preparatory School—an inner-city middle school that provides opportunities for disadvantaged youth to achieve their full potential.

Hahn is a resident scholar at the American Enterprise Institute and an adjunct professor of economics at Carnegie Mellon.
